Email customer only registration

it's possible send an email to registered customers who have nothing in your shopping cart?
(customers who have never purchased)

Just to make sure I got your idea right.
You want after a customer is registered and let's say in a week time the customer has not purchased anything and has nothing in the cart to be sent some email, right?
